One of the ways Rise of Civilizations lets you customize your settlement is to choose what nation you hail from, and each option provides its own unique perks to get you going forward faster. However, it is not always easy to know how effectively these perks will translate in the actual game, particularly when first starting out.

This guide has been updated to reflect the changes to the talent tree in Update 1.0.11

Rise

Taking into consideration the changes with the new talent tree, the commander list still remains the same. The supposed 'nerf' to Cavalry is a complete overreaction and Cavalry remains the strongest unit in the game. In fact, if you build the talent tree correctly, Cavalry is even faster in certain situations that can be very useful in combat. Unfortunately, the gathering tree has been nerfed and you will now need more talent points to achieve the same gathering speed as before.

Introduction

Currently, there are 28 different commanders in the game, each with their own unique skills and attributes. Therefore, it shouldn't come as a surprise to you that not all commanders are created equal. While it may be exciting to experiment with different commanders, at some point you must decide which commanders to invest in due to the limited amount of experience, sculptures, and stars. This decision is crucial as commanders will be the deciding factor once you advance to the late game. Here are the only 8 commanders that you need in Rise of Civilizations.

This guide is based on in-game experimentation and calculations from my Commander Tier List. The purpose of this guide is to educate the community about commanders and debunk some of the misconceptions that have been spread by content creators who portray their own opinions as facts without actually doing any research. The advice in this guide is mainly geared towards F2P and low spenders. Certainly, if you are a big spender you can do whatever you want! The information in this guide is subject to change and I will do my best to keep it updated.

Understanding the Purpose of Commanders

There are three main purposes that commanders have in this game, fighting in PvP, fighting in PvE, and gathering resources. For F2P and low spenders, your commanders will spend the majority of the time either fighting in PvE or gathering resources. Therefore, these are the commanders that you should prioritize first as they will help speed up your overall progression. The good news is that you should always use your PvP commanders for PvE anyways for reasons that will be explained in more detail later on in the guide.

Gathering Commanders

Gaius Marius

Gaius’ gathering skill increases Food gathering speed by 20% and other gathering speed by 15%. He should be upgraded to Level 27 and 3 stars and used to gather Food.

For talents, focus on the gathering path and unlock all the gathering speed talents and build towards 'The More the Better'

Constance

Constance's gathering skill increases Wood gathering speed by 20% and other gathering speed by 15%. She should be upgraded to Level 27 and 3 stars and used to gather Wood. Constance's sculptures are not available in chests but you can buy them in the expedition shop. You can also use rare commander sculptures to upgrade her skills.

Sarka

Sarka’s gathering skill increases all gathering speed by 18%. She should be upgraded to Level 27 and 3 stars and used to gather Stone.

For talents, focus on the gathering path and unlock all the gathering speed talents and build towards 'The More the Better'

Joan of Arc

Joan’s gathering skill increases all gathering speed and troop load by 25%. She is not only the best gathering commander but her active skill also makes her the best support commander in the game. She should be upgraded to Level 30 to unlock her 4th skill and you should use epic commander sculptures to unlock her expertise skill.

Rise Of Civilizations Stack Commander

Centurion / Cleopatra (Optional)

Once you upgrade your City Hall to Level 22, you will unlock a 5th troop dispatch queue. At this point you should consider investing in a 5th gathering commander. F2P players should invest in Centurion while low-spenders should invest in Cleopatra. Cleopatra sculptures can be obtained from events and recharge bonuses.

PvE Commanders

A big misconception about commanders is that you need a commander specifically for PvE. This is simply not true and a huge waste of valuable resources. Many people use Lohar for PvE because he increases the experience gained by all commanders by 70%. However, consider that half of that experience is going towards Lohar when it could be going towards a second commander you are upgrading. Therefore, instead of using Lohar specifically for PvE, you should be using your PvP commanders for PvE, especially if they also have PvE skills.

Another misconception about PvE is that you should be using your actions points on fighting barbarians. In reality, this is actually the least efficient way to farm experience and resources. The most efficient way to farm experience and resources is by rallying Barbarian Forts. The amount of rewards that you get from Barbarian Forts depends on the percentage of the total damage that your troops deal in the battle. Therefore, it is better to be the rally leader as you commanders will deal a large percentage of the damage, giving you higher tier rewards.

PvP Commanders

Another big misconception about commanders is that you need a commander for attacking cities like Scipio or Julius Caesar. In reality, F2P and low spenders should never be attacking other cities, especially by yourself or as the rally leader. When attacking other cities, your troops will die instead of going to the hospital to be healed. This is not a big deal if you are a big spender but a huge deal if you are a F2P or low spender. The only player who should ever be attacking cities is the player with the largest rally capacity in your alliance, aka the biggest spender.

Rise Of Civilization Best Commanders 2019

Open Field Combat

Instead of attacking other cities, F2P and low spenders should focus on open field combat. Cavalry is the strongest unit in the open field because of its additional march speed bonus. March speed is the most important stat in the game because it allows you to dictate the tempo of the battle. When fighting against a weaker enemy, you can use your march speed to chase them down. When fighting against a stronger enemy, you can use your march speed to run away. Therefore, the player with the faster march speed always wins, or more accurately, never loses.

Minamoto and Cao Cao are the best Cavalry duo in the game. Cao Cao can be unlocked from the Warlord’s Ambition chest in the Daily Special offers and you can max out his first skill by using legendary commander sculptures. Minamoto can only be unlocked through the first recharge and you can max out his first skill by purchasing the VIP 3 and VIP 5 bundles.

Cao Cao (Primary)

For talents, focus on the Mobility path and build towards 'Hasty Departure' then focus on the Cavalry path and build towards 'Rallying Cry'.

Minamoto (Secondary)

For talents, focus on the Nuker path and build towards 'Feral Nature'.

If you are a F2P player, Pelagius and Lancelot are a great alternative to the more expensive legendary commanders. Pelagius is the strongest epic commander and Lancelot is the strongest rare commander in terms of raw statistics. If you invest in these commanders and max out their skills, they can be just as strong or even stronger than Minamoto and Cao Cao.

Lancelot (Primary)

For talents, focus on the Mobility path and build towards 'Hasty Departure' then focus on the Cavalry path and build towards 'Rallying Cry'.

Pelagius (Secondary)

For talents, focus on the Nuker path and build towards 'Feral Nature'.

Group Combat

Instead of attacking other cities, F2P and low spenders should also focus on group combat. Group combats occurs when large groups of players from opposing alliances are fighting against each other in close vicinity. In group combat, commanders who have an Area of Effect skill that either attacks multiple enemies targets or boosts multiple friendly targets are especially effective. Consider that as a weaker player, if you are able to give a boost to a much stronger player, you are making a much bigger contribution to the battle.

Sun Tzu (Primary) + Joan of Arc

Rise Of Civilization Best Commanders Reviews

Sun Tzu is the best AOE commander in the epic tier. He should be used with Infantry and paired with Joan of Arc as the secondary commander.

For talents, focus on the Infantry path and build towards 'Snare of Thorns' and 'Elite Soldiers'.

Kusunoki Masashige (Primary) + Joan of Arc

Kusunoki is also a good AOE commander in the epic tier. He should be used with Archers and paired with Joan of Arc as the secondary commander.

For talents, focus on the Archer path and build towards 'Venomous Sting' and 'Whistling Arrows'.

Conclusion:

Now that we have a better understanding of commanders and their purposes, we have the tools to make a more informed decision when deciding which commanders to invest in. Therefore, these are the only 8 commanders that you need in Rise of Civilizations. Commanders who did not make this list are either not viable for F2P and low spenders, or there exist better alternatives out there that serve the same purpose but better.
